our Board for protecting those 2,000 acres (in the foothills)
- consistent, of course, with the University's legal rights
as a property owner. In addition to the use of an academic
growth boundary and/or general plan and zoning designations,
I think it would be helpful to consider the potential for
open space dedication, the granting of conservation easements,
the transfer of development rights, the use of a development
agreement, clustered development, or some combination of
those tools, to protect the foothills."

Of Stanford University's
8,180 acres of land, approximately 4,000 acres are located in unincorporated
Santa Clara County, including the central campus, the Dish area, the Felt
Lake area and Coyote Hill on the southwest corner of Page Mill Road and
Foothill Expressway. The Stanford Shopping Center, Stanford Industrial
Park and Stanford Hospital are located within the jurisdiction of Palo
Alto, while the Stanford Linear Accelerator and Jasper Ridge are in San

Every ten years, Stanford
is required to submit an application to the Santa Clara County Board of
Supervisors for a General Use Permit (GUP) that sets conditions for a
defined quantity of development in unincorporated Santa Clara County.
In 1989, Stanford received permission to build 2.1 million square feet
over the course of the 1990s. This year, Stanford is requesting permission
to construct more than 4 million square feet of development over the next
10 years.
The Draft Environmental
Impact Report for Stanford's GUP was released on June 23 and is available
at the Palo Alto and Menlo Park main libraries. Comments ar due by Monday,
